Remove debian/r-base-core.maintscript for backports
This script interferes with upgrading from R 3.1.1 from jessie
to the backports and is not necessary for an upgrade on jessie.
I tested upgrading from 3.1.1 as well as from the previous
backport of 3.3.2.
